ICs are accustomed to communicating their decisions to property managers on a one-to-one basis when the emergency affects only one building or a small number of occupancies. However, ICs must also know how to communicate with large numbers of managers and to the general public when their decisions will affect many people, as in the case of a large-scale evacuation.

  1. If the IC wants to communicate with the residents and businesses in a small section of the city (12 blocks, for example), he/she can communicate with local law enforcement via radio or through his/her own dispatch and request that they notify people door-to-door.
